L’association Périféeries 2028 réunit des acteurs des dynamiques politique, économique, culturelle, sociale et académique du territoire. Le principe de composition de l’association est celui de la complémentarité des participations.

L’association est composée de 8 collèges, elle incarne la diversité et l’équilibre de cette candidature : Les jeunes, les villes associées, les imaginaires, les artistes et acteurs culturels, les acteurs économiques, les médias, les experts européens et bien sûr les habitants. Chaque collège porte des défis qu’il va interroger durant la période de candidature.

La mobilisation se fait par cercles concentriques :

Ils sont rassemblés dans un Conseil d’influence qui se réunit 6 fois durant la période de candidature. Les référents de chaque collège garantissent la mobilisation de tous les acteurs concernés et contribuent à la mise en œuvre de défis / objectifs pouvant être directement expérimentés durant le processus.

The Périféeries 2028 association brings together actors from the political, economic, cultural, social and academic spheres of the region. The principle of the association's composition is that of complementary participation.

The association is made up of 8 colleges and embodies the diversity and balance of this bid: young people, associated cities, imaginary people, artists and cultural players, economic players, the media, European experts and, of course, the inhabitants. Each college has its own challenges that it will address during the bidding period.

They are brought together in a Council of Influence which meets 6 times during the bidding period. The referents of each college guarantee the mobilization of all the actors concerned and contribute to the implementation of challenges/objectives that can be directly tested during the process.

Le Protocole urbain
de déconcentration

Les Totems

Lieux d’histoire appelés à être investis par les forces vives du territoire et son inventivité culturelle, les “totems” représentent le croisement entre une histoire nationale sur le long cours et la modernité ouverte au monde entier.

Les “totems” sont les porte-drapeaux du centre-ville et marquent son paysage, ils sont un signe de rassemblement propice à l’émulation culturelle :

• La flêche de la Basilique
de Saint-Denis
• Le Canal Saint-Denis
• Le Marché de Saint-Denis
• Le bâtiment Niemeyer

Totems

Places of history called to be invested by the living forces of the territory and its cultural inventiveness, the "totems" represent the crossroads between a national history on the long course and the modernity opened to the whole world.

The "totems" are the flagship of the city center and mark its landscape, they are a sign of gathering conducive to cultural emulation:

- The spire of the Basilica of Saint-Denis
- The Saint-Denis Canal
- The Market of Saint-Denis
- The Niemeyer building

Les Satellites

Un "Satellite" est une démarche commune concrète conduite dans un quartier donné, en lien avec les acteurs et les habitants, autour d’un sujet culturel et d’une temporalité définis ensemble. Les habitant.e.s et acteurs du quartier, toutes générations confondues, sont invités à s'approprier un espace public et/ou les espaces de vie du quartier pour construire un diagnostic partagé et ouvrir un dialogue culturel, en laisser une trace visible dans le quartier. Le but est de réaliser 12 gestes dans l'espace public d'ici la fin de l'année 2022.

Le projet des Satellites est mené avec les directeur.trice.s de quartiers et les acteurs-relais : l'Office de Tourisme, Culture de Banlieue et Mur93.

Satellites

A "Satellite" is a concrete common approach led in a given district, in connection with the actors and the inhabitants, around a cultural subject and a temporality defined together. The inhabitants and actors of the district, all generations included, are invited to appropriate a public space and/or the living spaces of the district to build a shared diagnosis and open a cultural dialogue, leaving a visible trace in the district. The goal is to carry out 12 gestures in the public space by the end of 2022.

The Satellites project is being carried out with the neighborhood directors and the relay actors: the Tourist Office, Culture de Banlieue and Mur93.

Les Pépites

Doté d’un vaste patrimoine industriel, le territoire de Plaine commune est le siège d’imaginaires en perpétuel mouvement. Les 'pépites' sont des lieux qui incarnent dans chaque ville cette mutation urbaine, Tiers-Lieux, appropriés par les acteurs et les habitant.e.s dans lesquels s'installeront des réflexions et actions tout au long de la candidature.

Nuggets

Endowed with a vast industrial heritage, the territory of Plaine Commune is the seat of imaginations in perpetual movement. The 'nuggets' are places that embody this urban mutation in each city, Third Places, appropriated by the actors and the inhabitants in which reflections and actions will take place throughout the candidacy.

Les Nomades

Ils sont des outils incarnant la mobilité, l’itinérance et les migrations. Proposés par les acteurs du territoire, ils permettront d’élargir le périmètre de la Seine Saint-Denis à toute la métropole ou de relier et d’atteindre des quartiers ou des zones peu occupés par le champ culturel.Ils sont des engins roulants, flottants ou mobiles, ils portent une dimension d’itinérance propre à effacer les frontières, surprendre les esprits et atteindre de nouveaux possibles.

Nomads

They are tools embodying mobility, itinerancy and migrations. Proposed by the actors of the territory, they will make it possible to widen the perimeter of the Seine Saint-Denis to all the metropolis or to connect and reach districts or zones little occupied by the cultural field.they are rolling, floating or mobile machines, they carry a dimension of itinerancy suitable to erase the borders, to surprise the spirits and to reach new possibilities.

Les Résidences-Tests

Elles permettent de faire émerger un projet artistique participatif à partir des besoins et envies soulevés par les habitants et de nourrir la rédaction de la candidature. Les "résidences-tests" apportent des éclairages issus du terrain sur des axes de la candidature. Elles alimentent un protocole d’évaluation adapté au programme 2024-2030 afin de valoriser la richesse sociale créée à l’échelle individuelle, collective et territoriale.

Test residencies

They allow for the emergence of a participatory artistic project based on the needs and desires raised by the inhabitants and to feed the drafting of the application. The "test residencies" provide insights from the field on the areas of the bid. They feed into an evaluation protocol adapted to the 2024-2030 program in order to enhance the social wealth created at the individual, collective and territorial levels.
